A father yesterday called for police officers to be trained to handle people with mental health conditions, after his son was shot and killed by a municipal officer on Friday afternoon.

“He needed help and they kill him,” Cleophas Noel said of his son, Elijah Noel.

Cleophas said Elijah, 20, was schizophrenic.

His father said on Friday, both of them were at home when around 1.30 p.m., Elijah started holding his head and screaming.

He ran out to the road and headed away from their home at Glenroy Housing Settlement in Princes Town.

Cleophas said he put on slippers and went after his son.

He then heard rapid shots, and soon after saw a police officer standing over his son.

“I tried my best. I am 60 years old. How fast I could move?… because I tried to get there to let people know he not well and he getting an episode, to help him,” the father said.

Cleophas said Elijah was still alive when he arrived, but he was held by his hands and feet and thrown into the tray of a police vehicle.

He was taken to the Princes Town District Health Facility.

Cleophas said he was pronounced dead on arrival at the facility.

Several people in the community yesterday told members of the media that Elijah was unarmed when he was shot twice in the chest and once in the neck. Cleophas said the same.

“At the hospital, the officer say he advanced. But you are a trained officer. If he advanced, you have a lethal weapon in your hand, but you don’t have to use it as a lethal weapon. You could shoot his legs; you could have arrested him. It have things you could have done—(but) you hit a kill shot…They just take him away from me. It hard.”

He said an officer told him a car was heading along the road and his son crashed into it and broke off a mirror.

Two police officers who were in their vehicle, escorting a rig, stopped, and Elijah was shot afterward.

A tearful Cleophas said during an interview at his home:

“We need to get some officers that could detect these things. That boy was clearly asking for help. He had no weapon; he was bare-feet; he was in trouble. He had to come from somewhere…He wasn’t no crazy vagrant; he was properly well loved…He needed help. And instead of helping him, they kill him. That was a lethal shot.”

The father, who is a driver with the Public Transport Service Corporation (PTSC), said his life revolved around Elijah and, after his son’s last episode, he almost suffered a stroke.

He took some time off to be with the second of his three children.

Cleophas said Friday was not the first time Elijah had such an episode. It first happened when he was in primary school.

Sometime thereafter he was told his son had an imbalance in his brain, and medication was prescribed.

He said the 20-year-old had been taking the tablets up until the day he was killed.

“He never hurt nobody. Never, ever. Never violent.”

He said he will be seeking justice for Elijah.

Police: He acted aggressively

In a release, the Trinidad and Tobago Police Service said officers attached to the Princes Town Municipal Police Station were on escort duty along Buen Intento Road, Princes Town, when they were alerted by a woman who sought their assistance.

Their investigations found that a man had damaged the car.

The release said:

“The female police officer approached (Elijah) and identified herself by means of her Trinidad and Tobago Municipal Police Service identification badge, and the other female officer did likewise. The deceased began acting aggressively towards the officer, who retreated and called out to the man, asking him to stop.”

The police continued describing the events:

“It was reported that the man kept menacingly advancing towards the officers, who continued to retreat; and the said man then, on reaching about three feet away from the officer, launched at the woman police, coming into contact with the firearm she was holding in her hand.

“A brief struggle ensued and a loud explosion was heard.

“The officer retreated again, and the man kept shouting and advancing.

“The officer became fearful for her life, and in keeping with the use of force policy, fired two rounds in the direction of the said man, who then fell to the ground suffering from a gunshot injury,” the TTPS said.

The statement said the officers tried to help the bleeding man and he was immediately taken to the Princes Town Health Facility, where he was pronounced dead.

The officers were also examined and were advised to seek psychiatric counselling at the San Fernando General Hospital, the release said.

GOP Rep. Byron Donalds tried to claim Monday that Democrats’ messaging against Project 2025, the controversial blueprint for a second Trump term penned by a consortium of conservative organizations, is somehow to blame for a pair of recent assassination attempts on the former president.

On Fox News’ The Ingraham Anglethe Florida congressman framed the issue as Democrats inciting violence by merely campaigning against Trump’s right-wing agenda—a narrative that others have taken up since Sunday.

“Obviously, the story today is this is the reason why you have crazies from the left who are now attempting to assassinate him,” Donalds told host Laura Ingraham after she played a clip of former Clinton White House aide Keith Boykin saying on CNN that Trump “projects the idea of protecting white supremacy” and noting that a majority of white people support him while most minorities don’t.

“That rhetoric is out of control, it is dangerous, and we’re not going to be lectured to by Keith Boykin or anybody else on the Democrat side of the aisle. Clean up your own house before you come talk to us,” Donalds argued.

When Ingraham asked Donalds later if Vice President Kamala Harris’ statement condemning violence and expressing gratitude that Trump was unhurt was sufficient, Donalds said no.

Not only that, but Harris should actually remove ads talking about Project 2025, he added.

“What she should do is go through all the ad campaigns that they are running in the battleground states. Anything that references being destructive of democracy and all the other tropes and the lies, Project 2025—all that stuff, it should come down.”

“Stick to the facts,” urged Donald, even as Trump and running mate JD Vance deliberately spout false conspiracy theories about Haitian immigrants eating pets.

“Stick to the policy. She can’t do that, so that’s why, in my view, they’re not going to change.”

As the country navigates through one of its most difficult economic periods, Pakistan finds itself, once again, in negotiations with the International Monetary Fund (IMF). The last agreement was a Stand-by Arrangement (SBA), which was approved in July. The approval of SBA was a critical point in time for the economic stability of Pakistan.Recent commentsof Prime Minister Shehbaz Sharif underline the pressure on the government to meet theconditions of the IMF.

The relationship of Pakistan and the IMF has been marked by a number of financial interventions. The aim of these financial interventions has mostly been to stabilize the economy of the country amongrecurring financial crises.

If we take a look at the transactional history, the two institutions have engaged in financial support over a number of times, and all agreements having their own set of conditions. These reforms are designed to restore economic stability in the country and to instill confidence among the international investors.

The impending IMF deal represents a high-stakes gamble for the political and economic future of Pakistan. While the agreement provides the necessary financial support and a framework for betterment of the economy, it also comes with significant challenges. As Pakistan moves forward, the balance between implementing reforms and managing political and public pressure is crucial for the success of this economic strategy

The Stand-by Agreement (SBA) is a programme designed especially for short-term financial solutions by the IMF. The goal is to offer assistance to struggling countries, while giving them reforms that will make sure to restore better economic conditions in the country.

For Pakistan, this has often meant implementing structural reforms. The overall result of these conditions is a better fiscal discipline in the economy.

On 12 July 2023, a$3 billion SBAwas approved for Pakistan by the Executive Board of the IMF. This has proven to be a critical moment in the economic history of Pakistan. The approval of the deal resulted after prolonged negotiations.

The negotiations discussed that Pakistan needs to understand theseverity of the economic issuesand is in dire need of reforms that address its economic challenges. After all, if loans are taken and the economic conditions are not improved through newer reforms, it would just be a cycle of borrowing until the economy is completely in deficit.

Understanding the importance of these necessary reforms, Prime Minister Shehbaz Sharif has publicly stated that the government is working hard to meet the conditions of the IMF.

ThePM’s remarksunderline the government’s awareness of the issue: We hope that all conditions and requirements of the IMF will be met in time and our case will be approved by the [IMF Executive] board. The statement reflects the determination of the government to adhere to the terms of the deal.

However, this commitment is absolutely necessary because without implementing better reforms, the economy does not have any chances of getting better. The IMF deal makes sure to implement these reforms in exchange for financial support.

With this regard, the PM also assured the country that while this is a huge step, we can expect this loan to be the last one of the decade. This is a promising statement that implies a strategic goal.

Pakistan has been observed inthe recent pastto rely a little too much on the IMF. The country received23 IMF bailouts in 75 years.  “Now is the time’: Must ensure the new IMF programme is the last one,” says the PM. The statement is an optimistic approach that focuses on reducing reliance on financial support and seeking better economic solutions.

If we take a look at therequirements and reforms of the IMFwe can observe that the SBA may work in favour of Pakistan.

The requirements include making fiscal adjustments that include reducing government spending on fuel and electricity, which leads to increased prices. Moreover, the reforms demand monetary policy changes to control inflation, and to make better structural reforms in order to improve economic efficiency.
