WALDORF, MD, September 26, 2024 /24-7PressRelease/ — S. Raschid Muller, PhD, has been selected for inclusion in Marquis Who’s Who. Dr. Muller is a distinguished expert in cybersecurity and signals intelligence, currently serving as the Director of Cybersecurity Operations at the U.S. Department of the Interior (DoI). In this role, he oversees cyber threat intelligence, collecting and analyzing data to identify and mitigate potential threats. His responsibilities also include using advanced techniques to monitor and track malicious activities that pose risks to national security, acquiring products and technologies with robust cybersecurity measures, and ensuring the security and integrity of acquired assets.
Prior to his current position, Dr. Muller was an adjunct professor at the National Intelligence University in Bethesda, Maryland, from 2023 to 2024 while concurrently serving as the Chief of Cyber Policy and Strategy Integration at the National Security Agency (NSA) from 2021 to 2024. In 2021, he was a program manager for the Fourth Estate at the Defense Information Systems Agency (DISA). He contributed his expertise to the U. S. House Committee on Homeland Security’s Cybersecurity and Infrastructure Protection and Innovation (CIPI) subcommittee in the United States Congress during the 2020 federal election.
Additionally, Dr. Muller was a faculty chair and professor at the College of Information and Cyberspace at the National Defense University from 2017 to 2019. His extensive career in systems engineering began at the Defense Information Systems Agency (DISA) in Fort George G. Meade, Maryland, where he worked from 2007 to 2017.
Dr. Muller’s military service is equally commendable, having served in the United States Navy in Special Warfare Group 1 stationed between Marine Corp Air Station Miramar and Naval Amphibious Base Coronado. His academic achievements are also extensive, including a Doctorate in Business Administration specializing in Supply Chain Management from Capitol Technology University in 2023, a Doctorate in Cybersecurity leadership from Capitol Technology University in 2021, and a PhD in Information Technology specializing in Cybersecurity and Information Assurance from Capella University in 2019. He is currently pursuing a master’s degree at the U.S. Naval War College, which will be his fifth master’s degree upon completion in 2025.
Further underscoring his expertise, Dr. Muller holds numerous certifications, including several CompTIA certificates in the field of Information Security. He is a Certified Data Privacy Solutions Engineer (CDPSE), a Certified Information Systems Auditor (CISA), a Certified Information Security Manager (CISM), a Certified Governance of Enterprise Information Technology (CGEIT) practitioner, a Certified Ethical Hacker (C|EH), a Project Management Professional (PMP), and a Chief Information Officer (CIO) program certificate graduate from the National Defense University at Ft. McNair in Capitol Hill, Washington, D.C.
Dr. Muller’s professional affiliations include memberships with the Information Systems Audit and Control Association (ISACA), The International Council of Electronic Commerce Consultants (EC-Council), the American Council for Technology and Industry Advisory Council (ACT-IAC), the Department of Defense Acquisition Corps and the NAACP. He is also involved with the National Black MBA Association, the National Defense Industrial Association (NDIA), and the Project Management Institute (PMI) Inc.
In addition to his professional accomplishments, Dr. Muller has made significant contributions through his publications. He is the author of “How Historically Black Colleges and Universities and Historically Women’s Colleges Can Assist with Talent Shortages in Cybersecurity,” “An In-Depth Qualitative Interview: The Impact of Artificial Intelligence on Consent and Transparency,” and “The Managerial Ethical and Operational Challenges of Hospital Cybersecurity,” all published by IGI Global.
In recognition of his extensive career, Dr. Muller has been named a LEGIS Congressional Fellow by The Brookings Institution in 2020, a 2021 Executive Leadership Academy Fellow at the University of California – Berkeley’s Goldman School of Public Policy and has been inducted into The International Council of Electronic Commerce Consultants (EC-Council)’ Certified Ethical Hacker Hall of Fame in 2021. His dedication extends beyond his professional life into civic engagement as a volunteer within his local community. He is a life member of the Omega Psi Phi Fraternity, Incorporated, and a Silver Life member of the National Association for the Advancement of Color People (NAACP).
Dr. Muller enjoys spending time with his family and children outside his professional life. He attributes his professional success to his unwavering faith, determination, and passion for achieving his goals despite numerous obstacles and challenges along the way. Looking ahead, he plans to prioritize his family and advance his government career before eventually retiring to enjoy a peaceful life by the beach, where he can engage in activities like fishing and relaxation.
