Four Mexican citizens without the proper documentation to work in Canada have been arrested by border services after a joint investigation with Moose Jaw police.

The Moose Jaw Police Service (MJPS) was alerted to an unlicensed paving company operating in the city using high-pressure and aggressive sales tactics on residents, “which made them feel uncomfortable,” according to a police news release issued Wednesday.

Information given to police said the company was using several different names, including “Hortons Paving and Masonry” and “Tartans Paving” and going door-to-door offering driveway paving and requesting that customers pay in cash.

“Working with the City of Moose Jaw’s By-law Enforcement Office, the MJPS’ Criminal Investigation Section (CIS) discovered that the company was not registered or licensed to operate within Moose Jaw,” stated the release.

Members of the CIS found the paving crew working within the city, the release continued, but the foreman/owner of the company could not be located. CIS also discovered that the four workers were Mexican citizens without the proper documentation to work in Canada, and they were turned over to the Canada Border Services Agency (CBSA) and arrested.

“At this point, it does not appear this company is responsible for any crimes but the investigation is ongoing,” the release noted.

“Police would like to remind the citizens of Moose Jaw to be diligent when hiring businesses. If something seems suspicious, call the City of Moose Jaw if you have any concerns, or confirm if the business is licensed or registered to perform work within the city. Red flags in this instance included door-to-door sales as well as high-pressure tactics.”
